OPERATOR FOR CONCESSIONS IN CREDIT UNION PLACE AND ROTARY ARENA

1. PURPOSE
Dauphin Recreation Services (hereinafter referred to as "Rec. Services") is seeking proposals from qualified operators to
manage and operate concession services in the Credit Union Place and Rotary Arena.

This Request for Proposal (RFP) invites candidates to submit detailed plans for the operation of up to three concessions in Credit Union Place and one concession in the Rotary Arena.

Preference will be given to candidates who:
 - Commit to operating all or most of the concessions.
 - Demonstrate the ability to maintain regular hours, particularly during events and peak facility usage times.
 - Present innovative and sustainable operational plans.
 - Rec. Services is open to various operational models and encourages creative proposals that align with the community’s needs and enhance the overall experience at these facilities.

2. SCOPE OF SERVICES
The successful operator will be responsible for:

Managing and operating up to four concessions:
 - Three concessions in Credit Union Place (Main Concession, Lobby 
Concession, Pool Concession).
 - One concession in the Rotary Arena.

Ensuring concessions are open and operational during most events held in the 
facilities, including but not limited to sports games, tournaments, community events, 
and special functions.
 - Maintaining high standards of cleanliness, customer service, and food safety in 
compliance with all local and provincial health regulations.
 - Providing diverse, high-quality food and beverage options to meet the needs of 
patrons.
 - Managing equipment and inventory effectively, including routine maintenance of 
Rec. Services’ equipment and any operator-provided equipment.

3. PROPOSAL REQUIREMENTS
Proposals should include the following:

Company Information:
• Legal name of the business.
• Contact information (address, phone, email).
• Description of relevant experience and qualifications.

Operational Plan:
• Hours of operation, particularly during events.
• Approach to managing all or most of the concessions.
• Proposed staffing levels and training plans.
• Strategies for maintaining health and safety compliance.
• Sample menu options and pricing.

Financial Proposal:
• Proposed lease terms, including rent and any revenue-sharing models.
• Budget for initial setup, if applicable.

Insurance and Licensing:
• Proof of liability insurance of no less than $2,000,000 per occurrence, naming 
Dauphin Recreation Services, City of Dauphin, and Rural Municipality of Dauphin as 
additional insured.
• Copies of all relevant permits and licenses.

References:
• Provide at least two references from similar operations.

4. EVALUATION CRITERIA
Proposals will be evaluated based on the following criteria:
1. Alignment with Rec. Services’ operational needs and priorities.
2. Experience and qualifications of the operator.
3. Demonstrated commitment to maintaining regular hours during events.
4. Financial feasibility and sustainability of the proposed plan.
5. Quality and diversity of menu offerings.
6. Willingness to operate all or most of the concessions.
7. Creativity and innovation in operational strategies.

5. TIMELINE AND SUBMISSION DETAILS
Proposal Deadline: All proposals must be submitted by 4:30 PM on March 31.

Contract Start Date: The contract will commence on July 1st, 2025.

Contract Term: The ideal contract length is three years; however, Rec. Services is open to discussions regarding the contract duration.

6. TERMS AND CONDITIONS
1. Rec. Services reserves the right to accept or reject any or all proposals, to waive irregularities and informalities, and to negotiate with any or all candidates.
2. This RFP does not constitute a contract, and no binding agreement shall be established until a lease agreement is signed.
3. Proposals shall remain valid for a period of 90 days from the submission deadline.
4. All costs incurred in the preparation and submission of proposals are the responsibility of the proposer.
